Who might care, without a payback hour

If most of your cash comes from riding, the 2x sentence matches that activity. If you want the tag and the paint, that is the VIP sentence. If you want a lump of cash, the Starter Pack is the claim, and only one page makes it.

No reliable hourly cash rate was found in the reviewed public sources, so no payback time is calculated. The riding wording does not establish coverage for jobs, deliveries, trading, codes or every stunt payment. VIP's +25% wording also does not establish a trading multiplier.

Is the Starter Pack gone because the API omitted it?

No. The API lists game passes. A cash bundle would not have to appear there. It also is not confirmed by a second site.
